Firstly:
This may be a case of overlapping cords.
You can try to set the weight at 5-7kg. Then pull the rope outward until it can't be pulled anymore.
Then slowly pull the rope back to the original point at a constant speed.
If you follow the above steps, you should be able to solve the problem.( at least try 4-5 times)
Secondly:
If there is a noise
Hold the removable pulley block in your hand and pull again
Listen and see if there is any sound.
(Enter free training, set non-barbell mode, weight mode standard, weight set to 10kg,pull the left rope out fully, see if the retract is smooth or not)
